Please see attachment for July 8 Planning Committee Agenda containing Item 15, Omnibus zoning amendments. The report includes proposed changes to Champlain Park Front and Corner Side Yard Set-back from the current 3 metres to 6 metres and 4.5 metres respectively. This change reflects the actual built form of the neighbourhood, and returns the set-backs to pre-2009 values, thus correcting an anomaly in the subzone specifications.

Heritage Oaks and you!

New to the neighbourhood? Or do you have a new neighbour?

Perhaps the front yard in a new home in our neighbourhood would be an excellent host for a heritage oak sapling from one of our very own Champlain Oaks.

The parent trees are Bur Oaks that pre-date Confederation, and preserve the genetic code of generations of local Bur Oaks dating back to the retreat of the last Ice Age some 10,000 years ago. Sites with no hydro wires immediately above them are becoming rare in the neighbourhood, and some offer an opportunity to re-establish these important forest genes.

Play a part in keeping Champlain Park a community where trees with scope and majestic beauty have a place not only in the present but also for future generations.

Omnibus Zoning Amendment Update

See the previous post for details about the set-back zoning ammendments. There is also a newer post about the same topic.

The Champlain Park Community Association supports the intent of this zoning amendment.

We have been discussing further clarification to the phrase “in a portion of Champlain Park” to confirm the exact boundaries for the amendment (for example exclusion of the park and minor institutional subzones).

On January 26, 2014, the Champlain Park Community Association (CPCA) executive passed the following motion:

Motion: The executive of the Champlain Park Community Association (CPCA) approves of the proposal to re-designate the Champlain Park sub-zones (R2D and R1P) from the current 3 metre front yard set-back to a revised 6 metre set-back and gives consent to the City of Ottawa to proceed with this initiative.

Clarification regarding side yard set-back associated with the 6 metre front yard set-back was received after this motion was passed, and is also supported as per the proposed amendment listed above.


  • We have had further communication with the Planning department on this matter.
  • The item is not going to Planning Committee until July 8. The Councillors will vote on the matter; Councillor Hobbs has indicated that she will support this.
  • We have confirmed that in most cases the front yard set-back averaging provisions (average of front yard set-backs of one property abutting on each side of the new infill) will be used. This has resulted in around a 6 metre set-back for most of the proposals that were introduce after May 2012 when the “infill” by-law came into effect.
  • The revision in the omnibus will come into play only where the By-Law 2012-147 (current and revised version that will come into effect once approved at the OMB) references the “underlying zone provisions”. However, the revision is important because it improves the interaction with By-Law 2012-147 in those specific cases.

Please see attached link related to a City meeting that contains a proposal relevant to our community.

There is an item related to increase of front yard set-backs from 3 metres to 6 metres for Champlain Park.

The CPCA worked with the Planning Department to introduce this amendment during the recent Infill I (By Law 2012-147) consultations. This proposed change will complement the revised mature neighbourhoods overlay (By Law 2012-147) which introduced a “front yard averaging” provision that in most cases has resulted in approximate 6 metre set-backs for our infill proposals.

I will be following this issue and obtaining further information.

Amendments to the front yard setback requirements in Champlain Park to better reflect the existing setbacks, affecting lands bounded by Pontiac Street to the north, Premier Avenue to the south, Island Park Drive to the west, and Northwestern Avenue to the east (including properties on the east side of Northwestern Avenue), Ward 15, Change of intent

An amendment is needed to the R1P and R2D subzones in a portion of Champlain Park, to increase the minimum required front and corner side yard setback requirements to ensure they better reflect the actual setbacks of the buildings on the street. The minimum required front yard setback is proposed to be increased from 3 metres to 6 metres, and the corner side yard setback is proposed to be increased from 3 metres to 4.5 metres.

I was reading the latest editon of Ottawa West News, when on page 37, I noticed the City of Ottawa ad that announces proposed zoning by-law amendments.

The one that caught my eye is this: “Amendments to the front and corner side yard setback requirements in Champlain Park to better reflect the existing setbacks…” The remainder of the notice specifies the streets to be affected by this zoning amendment.

A sincere thank you is in order, at least from this one resident of Champlain Park. I believe that the co-chairs of our community association have succeeded in doing something important in the fight against the onslaught of looming large buildings.

A Story Walk: Captain Cowley and the Mighty Oaks of Champlain

Daniel Avenue resident Dennis Van Staalduinen will lead a Jane’s Walk on Saturday, May 3, starting at the Champlain Park fieldhouse at noon.

The topic is the Champlain Oaks project and the story of Capt. Cowley.

It will run about two hours.

CANVASSERS are the core of our Community Association’s fundraising effort.  Revenues collected from our annual membership drive enable a variety of activities in our community, including:

  • Providing financial resources to the Development Fund

Addendum to Mosque Site Plan

Accompanying the approval of a site plan is a by-law amendment to allow commercial parking on the original mosque lands (about 22 spaces I believe).  Everyone within 120 metres of the property will be receiving a written notice of this by-law when it proceeds to City Council.

There is a very long history related to commercial parking for Tunney’s Pasture employees at the Ottawa Mosque (which went on for many years).  In a nutshell, we managed to have covenants put on their purchase of the new land (which was formerly leased from the federal government) to disallow commercial parking for a period of 20 years from the 2007 transaction date.  However, the city regulations did allow them to request commercial parking on their previously owned much smaller lot, which they did, and which we agreed to (as the NW church had a similar small volume of commercial parking).  This was a compromise, as a result of a lot of public process and negotiation which CPCA was involved with.

On April 2, the Owners of the property and the Rep. from Champlain Park asked the Committee of Adjustment to adjourn the Application, to allow time for consultation with the community to take place. An adjournment until May 21 was granted.

Deluxia Homes Inc. and Miroca Design Inc. invite Champlain Park residents to view and discuss their proposal to build two new single family homes at 260 Carleton Avenue.

Update on Ottawa Mosque Site and Landscape Plans

This is an update to last year’s May 25th notice.

  • Last May, we were notified that the previously approved site plan and landscape plan for the Ottawa Mosque on 251 Northwestern, which had lapsed due to lack of funds, would go forward.
  • At that time, we posted the site and landscape plans and the following information on the web site.
    • Part B on the landscape plan pertains to the new lands, which are not currently landscaped.
    • The plan is to landscape them now and also to build catch basins.
    • Since this was previously reviewed and approved, including by Champlain Park Community Association (CPCA), the City of Ottawa does not feel another public review is required.
    • However, at our request, they did allow our CPCA Development Committee to view it again, as it has been dormant since 2008.
    • The CPCA Development Committee thinks the attached landscape plan, which includes paving, parking space markings and plantings, including a variety of trees, will greatly enhance the site.
  • The plans now are due to go to City Council for final approval.
