THE STUDY

The Ontario Ministry of Transportation (MTO) has retained Morrison Hershfield Ltd. (MH) to undertake a preliminary design and environmental assessment study for the rehabilitation and / or replacement of twenty-three bridges (twelve locations) on Highway 417 (Ottawa Queensway) from Holland Avenue to O’Connor Street, in the City of Ottawa. This study will determine the appropriate strategy for the rehabilitation or replacement of the bridges. The study areas are shown on the map below.

Several alternatives will be reviewed for each bridge including structural and construction staging options in order to minimize disruption to the Queensway. In addition, engineering, environmental, and property requirements will be established, along with the identification of mitigation measures to reduce or negate short and long term residual effects.

THE PROCESS 

This study is following the Class Environmental Assessment for Provincial Transportation Facilities (2000) planning process for a Group “B” project, with the opportunity for external agency and public consultation throughout the project.

You are invited to attend the first of two Public Information Centres (PICs) with the purpose of introducing the project, explaining the study process, and presenting an assessment of planning solutions (Rehabilitation vs. Replacement) and the preliminary design alternatives. There will be an opportunity to discuss any concerns with MTO staff and members of the consulting team and to provide written comments (to be submitted to the study team by June 6, 2014.)  Please join us at the PIC scheduled on:

A second PIC will be scheduled to present the technical recommendations and mitigation plan to agencies and members of the public; to obtain comments; and to discuss any concerns with regards to the proposed undertaking. A letter notifying you of the date, time, and location of the second PIC will be sent directly to you along with notification published in The Ottawa Citizen and le Droit and provided on the project website at www.queenswaymidtownbridges.com.

  • Volleyball net rentals and washrooms for the beaches will be open May 18. Inquire on site at any beach’s Lifeguard office ($15 per hour or $50 per day).

Public art to be chosen for the Winston Place Plaza Development

The City of Ottawa invites residents to have their say about the public art to be commissioned for the new Winston Place Plaza Development project.

The public can meet the four shortlisted artists and view their proposals for a new light sculpture for the plaza on:

Comments from the public will help the Art Selection Committee choose the winning proposal.

Winston Place Plaza Development

The City of Ottawa is developing Winston Place, a pedestrian space at the southern end of Winston Avenue in Westboro. The new plaza will see the inside turned outside with three zones along the space representing different rooms in a house. New ‘green walls’ will be installed for ivy to grow up over time adding colour and vibrancy to the space along with new seating areas and a specially commissioned light sculpture. Construction is scheduled to begin in early summer 2014 and be complete by the end of October 2014.

The first 2 attached documents are the CPCA exec motion to support the revised by-law and the presentation given by CoChair1 at the Planning Committee meeting.

The 3rd document is the report by Planning and Growth Management that went to Planning Committee on March 25. The 4th document is the current version of the infill by-law.

Note that the strictest provisions between the original version of the infill by-law (2012) and the comprehensive zoning by-law (2008) are in effect until the revised by-law is reviewed and enacted by the OMB.

CoChair1, will attend a follow-up meeting organized by the Planning and Growth Management Department that includes some community representatives and representatives of the building/development community, to further refine the technical details of the By-law before it goes to City Council for final approval in May.

New Infill Housing and Conversions By-Law – Passed Committee Stage

It’s the same thing discussed at a meeting last week.

I was there, and can say that those Westboro people were really annoyed at some of the infill projects which they think had gone too far (Kirchoffer Avenue was one example of less trees, more asphalt). Apparently parking problems divide families (garages, driveways, street parking, lack of green space), planning rules aren’t always enforced, trees get destroyed, and back yards aren’t as regulated as front yards. Though the new bylaw does fix some of the things (parking, landscaping, building and garage limits), but only for front yards.

The city planner’s presentation mentioned indirectly one trick to avoid the proliferation of driveways and asphalt in ever shrinking lot sizes: build over the driveway, giving more floor space for a given lot size. Another is to have a common driveway shared between multiple owners (cars parked at the rear or elsewhere). I suspect we’ll be seeing more of that type of architecture.
