2014 OTTAWA MUNICIPAL ELECTION COVERAGE ON CBC

Reporters stationed throughout Ottawa to provide immediate ward-by-ward results

October 15, 2014 – CBC Ottawa has announced their programming schedule for the municipal election in Ottawa on October 27.

Coverage begins immediately after polls close with a special hour of programming from 8 to 9 p.m. ET on television, radio and online. Reporters will be stationed throughout the city providing live updates from some of the most hotly contested wards in Ottawa with analysis from political insiders including Caroline Andrew, Professor of Political Studies at the University of Ottawa and outgoing city councillors Maria McRae and Peter Hume. Television and radio coverage will be available via live-stream at http://www.cbc.ca/ottawa along with immediate election results as they are announced.

(To avoid any issues with attachments I also paste in the text below.) The letter sets out four “asks” related to land use and public consultation.

Would you, as an individual, like to endorse the letter? We’d love to have a good number of names on the third page! Please let me know as soon as you can, and state what Ward you live in.

Founded in 1997, the Greenspace Alliance works to preserve and enhance green spaces

in the National Capital area, and engages with all levels of government. It believes that urban

greenness is essential for a community’s quality of life, contributing to personal, social, economic,

cultural and spiritual well-being, and connecting us with the natural and cultural history of our region.

As a candidate in the upcoming municipal election we write to ask for your support for the following four propositions. Endorsements for our proposals by others are shown below. We will be pleased to publish your responses on our web site at http://www.greenspace-alliance.ca/.

1. Support for a strong site alteration by-law, with emphasis on “strong.”

The Official Plan of 2003 already included a directive to staff to come forward with such a by-law; its purpose was further clarified in the 2009 revision of the Plan and unaltered in the 2013 update. The policy reads:

“The City will work with the Conservation Authorities and other interested stakeholders to develop a by-law under the Municipal Act to regulate the removal of top soil, grade alteration, and placement of fill.” (Section 2.4.5, Policy 10)

An Ontario Municipal Board decision of July 2011 took explicit note of the City’s intent to develop this by-law. To date, no draft has been circulated. We emphasize the need for a “strong” by-law, one that includes provisions on the removal of vegetation. Site alteration by-laws in cities such as London, Oakville, Hamilton, and many more, have site alteration by-laws that include clauses on the impact on vegetation or trees. Having such a by-law on the books will help prevent the repeated “tree massacres” which Ottawa has experienced over the last decade.

Preservation of remaining woodlots should have high priority in the city’s promotion of environmental sustainability.

2. Renewed commitment to an annual allocation towards an environmental lands acquisition fund.

The Environmental Lands Acquisition Fund started off the year 2014 with a balance of $1.6 million and no additional funds were allocated to it this year, after receiving a mere $800,000 in 2013. Opportunities to acquire pockets of remaining natural areas continue to arise and the City should have a somewhat larger kitty available. The mandate should be restricted to the acquisition of environmentally sensitive land. No further “raid” on the fund for tree planting or the Emerald Ash Borer strategy, as happened in 2012, should be allowed.

3. Standing firm in support of the prohibition against future country lot subdivisions.

In the 2013 update of the Official Plan, Council decided to prohibit future country lot estate development (be it not without a major concession to Thomas Cavanagh Construction) and we applaud Council for that decision. Sunset Lakes Development has appealed the new policy. We ask for your pledge that, if elected, you will not support further compromises.

4. The City’s Advisory Committees should be genuine bridges between the public and Council.

The revamp of the advisory committee structure in 2012 has deprived the City of much goodwill and volunteer effort. There is much intelligence within the community. The City should work with community experts, not choke off their efforts.

The current mandate of most new Advisory Committees does not even require that they meet with the public! Their role is portrayed solely as one of advising Council and being a resource for staff.

The public needs to be consulted in a range of ways. Open Houses and Roundtables do not exhaust the possibilities and needs. Circulation of proposals a week before consideration by a Standing Committee and then allowing five minutes to speak is a deeply unsatisfactory way of “hearing from the public.”

The Environmental Stewardship Advisory Committee in particular should invite public input, meet more often than quarterly and form subcommittees to filter and focus citizen input in city-wide environmental issues.

Garfield Clack Life Celebration – Saturday July 19

Garfield Clack passed away in April of this year. He lived in the Champlain Park neighborhood for about 20 years. There will be a “celebration of life” (well, more like a “party”!) this Saturday July 19. Anybody who knew Garfield is welcome to join; we are aware that many of his immediate neighbors will be there.

June 26 Drum Circle – Hintonburg Happening

Native Singing & Storytelling Performance

The Asinabika Women’s Drum Circle would like to invite the Champlain Park community, family and friends to a performance of native singing and storytelling.

We’ve been having our drum circle practices at the Champlain Park Fieldhouse for a number of years now, so we thought it would be a nice opportunity for the community to see what we do!

This performance is being offered in conjunction with the Hintonburg Happening festival

Weather permitting the performance will be given outdoors in the park, so bring your lawn chairs.

Otherwise, if it rains it will be indoors in the Fieldhouse.

Donations welcome.

Thank you for confirming your attendance to the Ottawa 2017 Ideas Forum. For those who will not be able to make it, we still want to inform you about the scenario. We appreciate your support and invite you to contribute your ideas online at ottawa2017.ca.

The event will take place on Sunday June 8th from 1:00 p.m. to 3:00 p.m. at City Hall’s Council Chambers (Andrew Haydon Hall) located at 110 Laurier Avenue West. We anticipate about 100 participants form different community associations, arts and culture groups and private sector representatives.

We kindly ask that you arrive approximately 30 minutes before the event begins as you will need to register at the table which will be adjacent to the Council Chambers and will be able to take advantage of this opportunity for networking. Registration will begin as early as 12:00 p.m. If you wish to speak during the event, please indicate this upon registration. Three minute speaking tickets with a designated start time will be distributed to anyone who wishes to speak. These tickets will be distributed based on a first come first serve basis. We will have about 30 speaking opportunities. There will also be forms available on site which will allow participants to indicate how they can contribute to the Ottawa 2017 initiative. If you prefer, you can also table a brief document with ideas and potential contributions.

Speakers for the event will include Mayor Jim Watson, Co-chairs of the Ottawa 2017 Task Force: Councilor Rainer Bloess and Councilor Katherine Hobbs, Glenn Duncan from Ottawa Tourism and Aaron Robinson from the Ottawa Senators. The event will be facilitated by Mr. Guy Laflamme, Head of Ottawa 2017 Celebrations.  There will be 90 minutes allotted for comments and proposals from participants. Anyone with a 3 minute speaking ticket will have the opportunity to address the Ottawa 2017 Task Force at the time indicated on their ticket. Refreshments graciously offered by Tim Hortons will be served at the end of the event.

The planned schedule is as follows:

12:00 – 1:00 p.m.

Participants arrive to the table adjacent to the Andrew Haydon Hall to register and collect “speaking coupons”.

1:00 p.m.

Event Emcee, Guy Laflamme, welcomes participants to the event and introduces Mayor Watson.

1:15 p.m.

Co-chairs of the 2017 Task force (Councillor Bloess and Councillor Hobbs) will present: Themes for Commemorating Canada’s 150th in Ottawa.

L’événement débutera par une allocution du Maire Jim Watson suivi d’une présentation par les Co-présidents du Groupe de Travail d’Ottawa 2017 : les conseillers Rainer Bloess  et Katherine Hobbs. Suivra une présentation par  Glenn Duncan de Tourisme Ottawa et Aaron Robinson des Sénateurs d’Ottawa. L’événement sera animé par M. Guy Laflamme, chef des célébrations d’Ottawa 2017. 90 minutes seront allouées pour les présentations des participants. Des rafraîchissements seront offerts gracieuseté de Tim Hortons à la fin de l’événement.
