As last time, we would like to invite you each to provide us with a 5 minute update as to the priorities for your association for the coming quarter. For many of you who were at the first Kitchissippi Forum, you will understand that the time limit is enforced quite strictly in order to allow for everyone to speak, and there is no ability to provide power point presentations.

This is an interesting subject for riverside communities, especially given climate change and the related increase in the number of extreme weather events.

Years ago, an elderly resident told me that when he was a boy, it was not uncommon for spring floods to cover Clearview Avenue. Dams upstream now control the spring water levels pretty well. Since I’ve lived here, I’ve seen the water rise high enough a few times to completely submerge the benches by the bike path, but it hasn’t ever crept to this side of the Parkway underpasses.

Volunteers from the Certified General Accountants of Ontario will be available on Saturday, March 21 from 11:00 a.m. to 3:00 p.m. at the McNabb Community Centre to help residents complete their 2015 income taxes.

Dear Friends,

Today the Ontario government introduced new planning rules to ensure that growth and development occur in a way that supports economic prosperity, protects the environment and helps communities achieve a high quality of life in Ottawa and across the province.

The changes to the Planning Act and the Development Charge Act will give residents a greater, more meaningful say in how their communities grow, reduce the number of applications to the Ontario Municipal Board (OMB) and promote and protect Ottawa Centre’s green space to make sure we maintain our vibrant communities.

The residents, community groups, and neighbourhood associations in Ottawa Centre have been leaders in promoting community-inspired development and today’s announcement reflects their hard work, thoughts, and feedback that is helping build healthy and sustainable communities in Ottawa and across Ontario.

The proposed new rules would:

  • Ensure citizens are consulted sooner and have more input into the land use planning process through citizen representatives on municipal planning advisory committees;
  • Enhance respect and protection for local official plans when municipalities do comprehensive, up-front planning and zoning;
  • Establish a community planning permit system to encourage innovative ways to plan;
  • Reduce the number of development applications that go to the Ontario Municipal Board; and
  • Require communities to create parks plans to ensure an adequate amount of green space is protected and created in growing neighbourhoods.

These changes will help make sure that the planning process is done right the first time. They will help bring residents, community leaders, developers, local planners, and others together to make sure the community’s voice is heard and respected.

Our government will continue working to make sure local development rules help Ottawa Centre remain a vibrant, healthy and sustainable community.

Infill II By-Law Proposal Update

Infill 2 By-Law Update, 22 Feb 2015 for Champlain Park website

Heather Pearl and CoChair1, CPCA Co-Chairs, have been involved over the last several months in some multi-community discussions on the Infill 2 By-Law proposal (see CPCA website links to summary meeting notes at the bottom of this message). They also attended an information session offered by the Planning Department on Jan. 15.

We would like to draw your attention in particular to the discussion of “equitable massing”. This issue and related FCA resolutions (supported by CPCA) are described in Attachment 1 “Height and Equitable Massing” from the FCA Infill 2 Working Group’s Feb. 5 meeting notes. The CPCA executive has also voted to support the FCA resolutions.

The working group discussions highlighted the fact that each community’s character and development history affect their response to the Infill 2 By-law proposal. CoChair1 and Heather recently met with Councillor Jeff Leiper to discuss options that are appropriate and achievable for our community, including height reductions to 8.5 metres for both the R1 and the R2. We will be following up with Jeff and with the Planning Department. The Planning Department has a deadline of Feb. 27 for comments. Our letter will be posted.

The other documents contain supplementary information related to multi-community discussions between community association planning and zoning reps.

Ontario Ministry of Transportation (MTO) – Preliminary Design and Environmental Assessment Study for the Rehabilitation / Replacement of Ottawa Queensway Mid-town Bridges from Holland Avenue to O’Connor Street (G.W.P. 4075-11-00) – Public Information Centre #2

THE STUDY – The Ontario Ministry of Transportation (MTO) has retained Morrison Hershfield Ltd. (MH) to undertake a preliminary design and environmental assessment study for the rehabilitation and / or replacement of twenty-three bridges (twelve locations) on Highway 417 (Ottawa Queensway) from Holland Avenue to O’Connor Street, in the City of Ottawa. This study will determine the appropriate strategy for the rehabilitation or replacement of the bridges. The study areas are shown on the map below.

REASON TO ATTEND – Several alternatives have been reviewed for each bridge including structural and construction staging options in order to minimize disruption to the Queensway. In addition, engineering, environmental, and property requirements have been established, along with the identification of mitigation measures to reduce or negate short and long term residual effects. Technically Preferred Alternatives (TPAs) have been identified for all twenty-three bridges and the recommendation is for rehabilitation of bridges at Holland, Parkdale, Fairmont, Bayswater, Bank and O’Connor and replacement of bridges at the CPR/O-Train, Preston, Rochester, Booth, Bronson and Percy.

THE PROCESS – This study is following the Class Environmental Assessment for Provincial Transportation Facilities (2000) planning process for a Group “B” project, with the opportunity for external agency and public consultation throughout the project.

You are invited to attend the second of two Public Information Centres (PICs) with the purpose of explaining the study process, presenting the TPAs and mitigation plans, and obtaining comments. There will be an opportunity to discuss any concerns with MTO staff and members of the consulting team and to provide written comments (to be submitted to the study team by March 13, 2015).
