Dear Friends,

Ontario is reviewing three key elements of Ontario’s municipal legislative framework: the Municipal Act, the City of Toronto Act, and the Municipal Conflict of Interest Act.

The government is required by legislation to review the Municipal Act and City of Toronto Act every five years. The government is reviewing these Acts at the same time, along with the Municipal Conflict of Interest Act.

We want to hear from municipalities, organizations, elected officials, experts, and Ontarians in every part of the province about how this legislation might be improved. We are interested in all suggestions. Based on what we have heard to date from members of the public, municipalities and other interested groups, there are three main themes that this review will focus on:

  1. Accountability and Transparency
  2. Municipal Financial Sustainability
  3. Responsive and Flexible Municipal Government

Our government wants to hear your concerns and suggested solutions on these Acts. We want to hear what is working, what could work better, and your innovative ideas for addressing challenges together.

I invite you to review the discussion guide and share your ideas. The deadline for comments is October 31, 2015, and there are a number of ways to share your feedback:

  • Online: share your feedback
  • E-mail: e-mail your suggestions for changes to the legislation, or any other comments or questions you may have about the reviews, to municipalreview@ontario.ca.
  • Mail: send a written submission with your suggestions for changes to the legislation, or any other comments to:

212 Northwestern Redevelopment Hearing or Adjournment

Late last week, the CPCA Development Committee received a Committee of Adjustment (COA) Notice of a COA Hearing regarding a proposal to build a double on the property at 212 Northwestern Avenue. The Hearing date is July 22nd.

The Agent for the Owner has told us that they will request an Adjournment at the COA, to allow them time to meet with the CPCA Development Committee and consult with community members. We will attend the Hearing in support of this request for Adjournment.

The COA Hearing Notice is attached. We expect to receive a new Hearing date on July 22nd.

A meeting will be scheduled in the Fieldhouse regarding this proposal, once we have more information. People in the 60 metre Notification circle will receive a flyer. The community meeting Notice also will be posted on the web site.

Moving Ontario Forward is our government’s long-term plan to build transit and transportation infrastructure in communities across Ontario. This is part of the largest infrastructure investment in Ontario’s history — more than $130 billion over 10 years. The investment will repair and build new infrastructure — to help keep our communities strong, to create and attract jobs, and to ensure that people are able to move within our communities in a sustainable manner.

In partnership with regions and communities, the government needs to design programs and identify projects that will drive economic growth and address critical local, regional and provincial infrastructure needs. I would like to invite you to join in the conversation to ensure that our community’s infrastructure needs and priorities are heard as part of this process. Feedback provided will inform the province when determining how to allocate the remaining $11.5 billion of a $15 billion investment for outside the Greater Toronto and Hamilton Area.

Infill II Update

Below is an update from Jeff Lieper’s newsletter (you can subscribe from Jeff’s website and have it sent to your e-mail address). See highlight related to Jeff’s work with Heather and I, which was very much appreciated. He also mentioned our involvement with appreciation when he spoke at Planning Committee on June 24 (when the By-law amendment was passed).

In summary, this was a successful outcome for our community’s R1 and R2, especially the reduced heights from 11 m. down to 8.5 m, and the elimination of the proposed extra 1 m. of height for duplexes. (Unfortunately some of the other residential zones (R3 and R4) that we worked with through the FCA were less satisfied with height outcomes for their communities.)

Amended Infill II rules pass Council

On Wednesday, Council passed “Infill II” – a package of zoning changes that will rein in the size of infill developments. New infills will be required to provide more generous setbacks and longer back yards. The height limits for infills in many of our residential zones have also been reduced. Projections such as rooftop patio access are also being made to be less obtrusive and set further back. The new rules are the result of months of discussion between communities, builders and City planners. I was very pleased to work closely with, particularly, the Champlain Park Community Association to accomplish one significant amendment to what was passed at Planning Commitee: a lower height for duplexes in our R2 zones for the sake of consistency and to provide a clear signal to the Committee of Adjustment. The new infill by-law is now in its appeal period, and may yet be challenged at the Ontario Municipal Board by any of the parties who participated in the process.
