A group of nine students in the School of Urban and Regional Planning at Queen’s University are completing a project course that focuses on re-imagining the Sir John A. Macdonald Parkway (SJAM) as a linear park along the Ottawa River from LeBreton Flats to Mud Lake.

They would like to ask some questions about the SJAM Parkway, as well as to receive input on things you enjoy or value about the park, any challenges it currently presents, and any changes you’d like to see occur. Attached are:

The supervisor of this project, by the way, is David Gordon. Some of you may remember him as one of the speakers at the NCC’s Greenbelt Visioning Workshop in November 2009, where he reportedly said that “some” development could be ok, while also advocating extending the GB to areas further out. (Neither of these ideas went anywhere as the Greenbelt Master Plan review proceeded: a very “green” vision of the Greenbelt was maintained but, except for reincorporating Leitrim Wetland, no major extensions were adopted.)

Hope some of you will wish to participate. I can find no deadline but imagine they want your answers pronto.

2015 CIVIC EVENTS FUNDING PROGRAM
APPLICATION DEADLINE: FIRST MONDAY IN NOVEMBER 2014

Local not-for-profit organizations such as volunteer-based community or recreation associations are invited to apply for funding to provide one to two-day civic events with free admission that foster civic pride and develop community cohesion. These events are linked to and celebrate a civic/statutory holiday in Ontario (i.e. New Year’s Day, Family Day, Victoria Day, Canada Day, Ontario Civic Holiday, Labour Day, Thanksgiving Day), are held in a specific geographic district in Ottawa, and encompass a broad range of activities and family entertainment.

Maximum Allocation: $3,000

Application Deadline: First Monday in November 2014

2015 Civic Events Funding Applications will be available online and in hard copy as of September 1st, 2014

Les organismes à but non lucratif de la région, comme les associations récréatives ou communautaires composées de bénévoles, sont invités à présenter une demande d’allocation afin d’offrir gratuitement des événements civiques d’un ou deux jours dont l’entrée est gratuite et qui favorisent la fierté civique et renforcent la cohésion communautaire. Ces événements, qui se tiennent dans un secteur géographique d’Ottawa précis et sont liés à un congé civique ou férié qu’ils célèbrent (p. ex. jour de l’An, jour de la Famille, fête de Victoria, fête du Canada, congé municipal en Ontario, fête du Travail, Action de grâces) englobent un large éventail d’activités et de divertissements pour la famille.

Municipal All Candidates Meeting at Champlain Park Fieldhouse – Thursday September 18

Residents and voters from the Champlain Park Community, Westboro Beach Community and Island Park Drive Community are invited to attend an All Candidates Meeting for the Municipal Election 2014 on Thursday evening, September 18 at 7:30 p.m. at the Champlain Park Fieldhouse at 149 Cowley Ave. (near Clearview Ave.)

Four candidates nominated for Councillor of Kitchissippi Ward, Katherine Hobbs (the incumbent), Jeff Leiper, Ellen Lougheed, and Michelle Reimer will be there to introduce themselves and answer questions from voters. Larry Wasslen cannot attend but will have a representative present. Laurie Fagan, CBC journalist, will be the moderator. The date of the Ottawa Municipal Election is Monday, October 27, 2014.

Our City Councillor’s Newsletter for August

Katherine Hobbs’ August newsletter is out. There won’t be any more until after the 60 day blackout before the municipal election.

There are some items of local interest (future and past), like the new Hampton Park dog run, LRT progress (work in our area starts in late 2015, also the Bayview station area is being reorganized for the buses down Scott), development bylaws enacted (infill and trees), cut-through traffic studies near Wellington, traffic calming here, etc. See the newsletter for more.

Founded in 1997, the Greenspace Alliance works to preserve and enhance green spaces

in the National Capital area, and engages with all levels of government. It believes that urban

greenness is essential for a community’s quality of life, contributing to personal, social, economic,

cultural and spiritual well-being, and connecting us with the natural and cultural history of our region.

As a candidate in the upcoming municipal election we write to ask for your support for the following four propositions. Endorsements for our proposals by others are shown below. We will be pleased to publish your responses on our web site at http://www.greenspace-alliance.ca/.

1. Support for a strong site alteration by-law, with emphasis on “strong.”

The Official Plan of 2003 already included a directive to staff to come forward with such a by-law; its purpose was further clarified in the 2009 revision of the Plan and unaltered in the 2013 update. The policy reads:

“The City will work with the Conservation Authorities and other interested stakeholders to develop a by-law under the Municipal Act to regulate the removal of top soil, grade alteration, and placement of fill.” (Section 2.4.5, Policy 10)

An Ontario Municipal Board decision of July 2011 took explicit note of the City’s intent to develop this by-law. To date, no draft has been circulated. We emphasize the need for a “strong” by-law, one that includes provisions on the removal of vegetation. Site alteration by-laws in cities such as London, Oakville, Hamilton, and many more, have site alteration by-laws that include clauses on the impact on vegetation or trees. Having such a by-law on the books will help prevent the repeated “tree massacres” which Ottawa has experienced over the last decade.

Preservation of remaining woodlots should have high priority in the city’s promotion of environmental sustainability.

2. Renewed commitment to an annual allocation towards an environmental lands acquisition fund.

The Environmental Lands Acquisition Fund started off the year 2014 with a balance of $1.6 million and no additional funds were allocated to it this year, after receiving a mere $800,000 in 2013. Opportunities to acquire pockets of remaining natural areas continue to arise and the City should have a somewhat larger kitty available. The mandate should be restricted to the acquisition of environmentally sensitive land. No further “raid” on the fund for tree planting or the Emerald Ash Borer strategy, as happened in 2012, should be allowed.

3. Standing firm in support of the prohibition against future country lot subdivisions.

In the 2013 update of the Official Plan, Council decided to prohibit future country lot estate development (be it not without a major concession to Thomas Cavanagh Construction) and we applaud Council for that decision. Sunset Lakes Development has appealed the new policy. We ask for your pledge that, if elected, you will not support further compromises.

4. The City’s Advisory Committees should be genuine bridges between the public and Council.

The revamp of the advisory committee structure in 2012 has deprived the City of much goodwill and volunteer effort. There is much intelligence within the community. The City should work with community experts, not choke off their efforts.

The current mandate of most new Advisory Committees does not even require that they meet with the public! Their role is portrayed solely as one of advising Council and being a resource for staff.

The public needs to be consulted in a range of ways. Open Houses and Roundtables do not exhaust the possibilities and needs. Circulation of proposals a week before consideration by a Standing Committee and then allowing five minutes to speak is a deeply unsatisfactory way of “hearing from the public.”

The Environmental Stewardship Advisory Committee in particular should invite public input, meet more often than quarterly and form subcommittees to filter and focus citizen input in city-wide environmental issues.

The Planning and Growth Management Department offers the Planning Primer Program to help residents become more aware of, and more involved in, the land-use planning process. The program is a series of half-day courses. Please see our schedule for other Primer courses.

To make the most of the information being presented, residents must attend the Primer I course before attending Primer II and attend both the Primer I and II courses before attending an elective course. The content of these Primer courses is the same as those offered in previous years. The courses are offered in English only.

Le Service de l’urbanisme et de la gestion de la croissance propose le programme Abécédaire de l’aménagement dans le but d’aider les résidents à se familiariser avec le processus de planification de l’utilisation du sol et à s’y engager davantage. Ce programme est composé d’une série de cours d’une demi-journée. Consultez notre calendrier pour découvrir les autres cours d’Abécédaire de l’aménagement.

Pour profiter au mieux de l’information proposée, les résidents doivent assister à l’Abécédaire de l’aménagement I avant de suivre l’Abécédaire de l’aménagement II, et doivent assister aux deux cours avant de pouvoir suivre un cours facultatif. Le contenu de ces cours d’Abécédaire de l’aménagement est le même que les années précédentes. Ces cours ne sont offerts qu’en anglais.
