Hello,

Please note that all members of the public and registered community groups, whom have provided comment(s) to date, are included on this e-mail and have been Bcc’d in order to maintain e-mail privacy.

The applicants for 190 Richmond Road (Zoning – D02-02-16-0031, Site Plan D07-12-16-0055) have submitted revised plans and studies in response the initial comment period, the community open house (Sept. 2016), and recent review by the Urban Design Review Panel.

All revisions have been uploaded to the http://ottawa.ca/devapps website and can be viewed by searching the address or above noted file numbers.

Highlights of the proposed development include:

  • 6-storey apartment building with 187 units
  • 143 parking spaces in underground garage
  • 94 Bicycle parking spaces (40 at grade, 54 below grade)
  • The 5th and 6th storeys are setback 1.5m from the below storeys facing Kirkwood and Byron Linear.
  • Additional building setback along Byron Linear to preserve all trees.
  • Surface parking lot for Grocery Store and LCBO reconfigured providing 400 parking spaces (approx. 380 exist currently).
  • Land set aside for a new park, approximately 1000sq.m in size and located in the southwest corner of the site abutting Byron Linear. Note – the size and location of the park will be confirmed through the Zoning application, but the design will be subject to a separate public process.
  • New north-south pedestrian/cyclist connections through the site, including landscaping.
  • Section 37 (community benefits) is required for the proposed development. Staff will discuss this with Councillor Leiper.

Proposal for 141 Carleton

Please see the attached notice regarding a proposal to build a semi-detached home at 141 Carleton Avenue.

This proposal is very similar to the one made for 137 Carleton Ave. Within the allowed height, the builder can fit a partial 1/2 storey under the roof. Minor Variances are being requested only on lot width and area and are consistent with what the Committee of Adjustment and Ontario Municipal Board have approved for most other Carleton Avenue properties since 2008.

FCA-FAC Transportation Master Plan: Workshop & Survey

Dear FCA members:

WORKSHOP: The City of Ottawa’s current Transportation Master Plan (TMP) is the City’s blueprint for planning, developing and operating its walking, cycling, public transit and road networks for the next two decades. It was approved in 2013, based on 2006 census information, 2011 traffic data, background reports and public consultation. It contains targets and strategies regarding walking, cycling, transit and vehicles for 2031 (to access the TMP go to http://ottawa.ca/en/city-hall/planning-and-development/official-plan-and-master-plans/transportation-master-plan). The City originally intended to update the TMP for 2018, but now does not expect to begin the process to update the TMP until 2021.

But time does not stand still – assumptions change, new data becomes available, and a new TMP is needed. On Saturday April 8, 2017 (8:30 a.m. to 1 p.m. @ Tom Brown Arena, 141 Bayview Rd.) the FCA Transportation Committee will hold a half-day workshop on building a new Transportation Master Plan for our city. 190 Northwestern Proposal Hearing – February 15

On January 28th, the CPCA Planning and Zoning Committee learned of a proposal to build a peak-roofed semi-detached house at 190 Northwestern Avenue. We arranged to meet with the Agent for the Owners to express concern that a variance on building height was being sought. The OMB recently approved Ottawa’s new Infill 2 By-law Provisions, which were developed during an extensive consultation process between communities, the City and the building industry. Consequently, we want to ensure that new construction and renovations comply with the By-law provisions as established by the OMB.

The discussion was both amicable and fruitful. The Owners agreed to reduce the height of the semi to meet the By-law provision on height. Subsequently, the Agent for the Owners provided the attached notice of the commitment to meet all of the new Infill 1 and 2 By-law provisions. The Owners reinforced this commitment in a personal letter to their neighbours in the notification circle.

Only one minor variance for reduced lot width remains. The Committee of Adjustment and the Ontario Municipal Board routinely approve this type of request, due to the Provincial direction to intensify in established areas.

Background information:

In 2014, Exception 2159 reinstated Champlain Park’s 6 metre front yard setback, and the 4.5 metre side yard set back for corner lots, that had been in effect up until 2008.

Infill 1 gave us “The streetscape sets your rules”. A Streetscape analysis is required to show dominant patterns relating to front yard characteristics and parking.

Infill 2 gave us 8.5 m height to the midpoint of the roof (previously was 11 m), a sliding scale for rear yard setback that increases the set back for all but the shallowest of lots (previously was 7.5 m), a limit on the size of rooftop accesses and decks, controls on rear yard balconies, and on the size of rear yard decks based on their height above ground, plus other provisions.
