The Royal Thai Embassy at 180 IPD is requesting the City’s approval to replace the existing residence with an office building.

The R1P zoning for the Thai Embassy (and for any other diplomatic mission in an R1P zone) requires that the building be used as a residence for the Ambassador or another member of the diplomatic mission.

The zoning By-Law allows the building to be used as an office to conduct certain business functions but only as an ancillary to its primary function as a residence.

However, the Thai Embassy currently has no residential component. It is used solely for business, including the issuing of visas, a non-permitted use. The request for a change of use would formalize what they have been doing all along. If approved, this would be the only building with an Island Park Drive address authorized to be used exclusively as an office but not necessarily the last.

Much of Champlain Park is zoned R1P residential. If the Thais are granted their request for a change in use, this could have implications for all areas zoned as R1P, including Champlain Park.
