212 Northwestern Redevelopment Hearing or Adjournment

Late last week, the CPCA Development Committee received a Committee of Adjustment (COA) Notice of a COA Hearing regarding a proposal to build a double on the property at 212 Northwestern Avenue. The Hearing date is July 22nd.

The Agent for the Owner has told us that they will request an Adjournment at the COA, to allow them time to meet with the CPCA Development Committee and consult with community members. We will attend the Hearing in support of this request for Adjournment.

The COA Hearing Notice is attached. We expect to receive a new Hearing date on July 22nd.

A meeting will be scheduled in the Fieldhouse regarding this proposal, once we have more information. People in the 60 metre Notification circle will receive a flyer. The community meeting Notice also will be posted on the web site.

Infill II Update

Below is an update from Jeff Lieper’s newsletter (you can subscribe from Jeff’s website and have it sent to your e-mail address). See highlight related to Jeff’s work with Heather and I, which was very much appreciated. He also mentioned our involvement with appreciation when he spoke at Planning Committee on June 24 (when the By-law amendment was passed).

In summary, this was a successful outcome for our community’s R1 and R2, especially the reduced heights from 11 m. down to 8.5 m, and the elimination of the proposed extra 1 m. of height for duplexes. (Unfortunately some of the other residential zones (R3 and R4) that we worked with through the FCA were less satisfied with height outcomes for their communities.)

Amended Infill II rules pass Council

On Wednesday, Council passed “Infill II” – a package of zoning changes that will rein in the size of infill developments. New infills will be required to provide more generous setbacks and longer back yards. The height limits for infills in many of our residential zones have also been reduced. Projections such as rooftop patio access are also being made to be less obtrusive and set further back. The new rules are the result of months of discussion between communities, builders and City planners. I was very pleased to work closely with, particularly, the Champlain Park Community Association to accomplish one significant amendment to what was passed at Planning Commitee: a lower height for duplexes in our R2 zones for the sake of consistency and to provide a clear signal to the Committee of Adjustment. The new infill by-law is now in its appeal period, and may yet be challenged at the Ontario Municipal Board by any of the parties who participated in the process.

Amy’s Corner Column – NCC Forest, Walking Road Side

It’s been a long time since I wrote a column. With age one slows down a bit and getting married again also results in a busier life. However since I cannot go on May 7 to the lab re the Parkway I thought I would urge some of you to go and speak up for our “bush”. I understand that Adrian and Dennis have already been speaking to the NCC. It would be ideal if the NCC could preserve the well treed parts but also get rid of some of the invasive species such as buckthorn and I believe they have included that idea in their discussions. Another suggestion is perhaps a community garden in the open parts. Right now the woods are in bloom in some sections – there is a lovely patch of trout lilies near the north end of Patricia and there are also violets in various parts. I suggest we have a local meeting soon so all interested can discuss what we feel should happen to the area before the chance to decide about our own wishes is lost to others’ ideas. Also perhaps we could consider acting as stewards of the area and over time try to improve it by perhaps doing a one day project every year, such as getting rid of one small patch of buckthorn bushes. If any of you have any specific information about areas of the bush such as nesting birds perhaps they could ensure that the NCC and the local community has the information as well.

I have another bee in my bonnet. When I was in school we were taught that in Canada we should walk on the left side of the road. As this quote from a safety site says “Use the sidewalk, or, if there is no sidewalk, walk on the side of the road facing traffic.” So why do I see the many of the people (from I believe Tunney’s Pasture) who like to walk in our neighbourhood at noon, using the right side? This also occurs in other neighbourhoods since I have noticed it elsewhere even when they have young children with them. As the number of bicycles on the streets has increased they need to watch for them as well as cars. I have seen a mother and a child using the right side on a street where speeding is a problem. I can understand it to some point in our relatively quiet neighbourhood but on busier streets it seems rather foolhardy. Has the practice of teaching children this excellent rule fallen by the wayside? The rationale is evident – you see what is coming. As a visitor to England you quickly learn that the rule must be changed to keep to the right so that you can see the traffic. Perhaps some newcomers to Canada may not yet have managed to change their habits and that is why I am noticing it more than I can remember seeing.

A workshop on the plan for the proposed park along the Ottawa River

Tuesday, May 5, 7 pm to 9 pm

The National Capital Commission (NCC) is pleased to invite the public to participate in a workshop on the plan for the proposed Sir John A. Macdonald Waterfront Linear Park.

The proposed concept takes advantage of the corridor landscape, views, river heritage, ecology and experiences that reconnect people with the river. The park plan consists of diverse, accessible, attractive and complementary sectors that include protected areas, spaces for activities and events, and improved multi-modal connectivity and mobility.

The purpose of this second workshop is to view the overall draft concept for the park, strategic pillars, principles and objectives, as well as the draft concept for the individual park sectors. We will also be seeking feedback on the priorities for the next five years.

Format

The format of the event is a roaming workshop.

Each of the five segments of the Waterfront Linear Park will be presented at a station, and participants will be free to go to the stations of their choice and complete a questionnaire.

Local Commercial Study New Planning Committee Date

I wanted to take this opportunity to provide an update concerning the Local Commercial Study (http://www.ottawa.ca/neighbourhoodstores). All participants in the study thus far are Bcc’d on this e-mail.

It has recently come to my attention that the public circulation mailed out in the beginning of January 2015 did not reach all the affected property owners.

The Zoning By-law amendment resulting from this study was scheduled for Planning Committee on April 28, 2015. However, due to this unfortunate circumstance the item will be delayed to a Planning Committee meeting likely in June. In the interim, notice of the proposal will be mailed directly to ALL affected property owners (ie. property proposed to be rezoned).

While Planning Committee is now anticipated for June 9, 2015, notice will sent accordingly once this public meeting date is confirmed.

Dear Friends,

Today the Ontario government introduced new planning rules to ensure that growth and development occur in a way that supports economic prosperity, protects the environment and helps communities achieve a high quality of life in Ottawa and across the province.

The changes to the Planning Act and the Development Charge Act will give residents a greater, more meaningful say in how their communities grow, reduce the number of applications to the Ontario Municipal Board (OMB) and promote and protect Ottawa Centre’s green space to make sure we maintain our vibrant communities.

The residents, community groups, and neighbourhood associations in Ottawa Centre have been leaders in promoting community-inspired development and today’s announcement reflects their hard work, thoughts, and feedback that is helping build healthy and sustainable communities in Ottawa and across Ontario.

The proposed new rules would:

  • Ensure citizens are consulted sooner and have more input into the land use planning process through citizen representatives on municipal planning advisory committees;
  • Enhance respect and protection for local official plans when municipalities do comprehensive, up-front planning and zoning;
  • Establish a community planning permit system to encourage innovative ways to plan;
  • Reduce the number of development applications that go to the Ontario Municipal Board; and
  • Require communities to create parks plans to ensure an adequate amount of green space is protected and created in growing neighbourhoods.

These changes will help make sure that the planning process is done right the first time. They will help bring residents, community leaders, developers, local planners, and others together to make sure the community’s voice is heard and respected.

Our government will continue working to make sure local development rules help Ottawa Centre remain a vibrant, healthy and sustainable community.
