As previously mentioned, the next meeting is on September 22nd. Here’s the latest version (now with timing information and a couple of new items) of the agenda:

Exec meetings will have an open session for community residents to observe exec business discussions. Non exec community members will also be invited to participate at certain times by the chair and there will be “in camera” topics for the executive only.

Open session (Approx 1 hour – see assigned times)

  1. Approval of previous minutes of May 26, 2015 (All) (2 min)
  2. CPCA open house / membership drive (Carol and Dennis) (5 min)
  3. Completion of the priority setting exercise (Nick and Dennis) (15 min)
  4. Planning for the next AGM; exec/board nominations (all) (15 min)
  5. Report on email discussion/votes taken since the last executive meeting: (for minutes only, no discussion required)
    1. Vote to spend up to $75 to pay for annual incorporation return fees (Liz): Carried
    2. Motion to Support Improvement of Forested City Lot 119 (Clearview) including requirement for follow up re: risk management strategies and any monetary requests from CPCA (Adrian, CoChair1): Carried
    3. Discussions All Candidates Debate and How to Respond to Federal Candidates’ Requests for Individual Meetings (Joan, CoChair1, Roland): Will Co-Sponsor All Candidates’ Debate with other Ward CA’s; contribute approx $125; ask a joint question with another CA; no other CPCA- specific events planned

CPCA Meeting Schedule

Champlain Park Community Association executive meetings will have an open session for community residents to observe exec business discussions.  Residents will also be invited to participate at certain times by the chair and there will be “in camera” topics for the executive only.

The Annual General Meeting will include election of officers, reports from CPCA exec members and committees.

Here are the dates for the fall executive meetings and AGM. All are scheduled for 7:15 PM at the fieldhouse. Materials to be distributed approximately one week in advance (or earlier).

Below is an update from Jeff Lieper’s newsletter (you can subscribe from Jeff’s website and have it sent to your e-mail address). See highlight related to Jeff’s work with Heather and I, which was very much appreciated. He also mentioned our involvement with appreciation when he spoke at Planning Committee on June 24 (when the By-law amendment was passed).

In summary, this was a successful outcome for our community’s R1 and R2, especially the reduced heights from 11 m. down to 8.5 m, and the elimination of the proposed extra 1 m. of height for duplexes. (Unfortunately some of the other residential zones (R3 and R4) that we worked with through the FCA were less satisfied with height outcomes for their communities.)

Amended Infill II rules pass Council

On Wednesday, Council passed “Infill II” – a package of zoning changes that will rein in the size of infill developments. New infills will be required to provide more generous setbacks and longer back yards. The height limits for infills in many of our residential zones have also been reduced. Projections such as rooftop patio access are also being made to be less obtrusive and set further back. The new rules are the result of months of discussion between communities, builders and City planners. I was very pleased to work closely with, particularly, the Champlain Park Community Association to accomplish one significant amendment to what was passed at Planning Commitee: a lower height for duplexes in our R2 zones for the sake of consistency and to provide a clear signal to the Committee of Adjustment. The new infill by-law is now in its appeal period, and may yet be challenged at the Ontario Municipal Board by any of the parties who participated in the process.

Re: Say ‘No’ to Community Mailboxes Now

Dear Mayor Watson:

The members of the Federation have directed me to again write on their behalf. As you may recall, I wrote on January 20 requesting City Council ask Canada Post to:

  • halt the elimination of door-to-door delivery until concerns are addressed through meaningful consultations with municipalities and affected residents before implementation of the plan;
  • give assurance not to download the costs and maintenance of the community mailboxes onto municipalities without proper consultation and compensation.

Canada Post has not placed its plan on pause. The implementation of Community Mailboxes (CMBs) across Canada by Canada Post, without full and meaningful consultation, is a slap in the face to the citizens who live and/or pay taxes in the affected communities. All citizens – whether residing in Ottawa or in municipalities across the country – deserve to be treated with fairness and respect by the federal institutions that provide us with services. The actions being taken by Canada Post to implement CMBs are anything but fair, transparent or respectful. Consultation with neighbourhoods has been rare and hard to arrange.

Ottawa is a diverse city with many neighbourhoods being mature and urban, without the benefit of large, under-used spaces to accommodate CMBs. Accompanying traffic, litter, crime and noise will be a burden to adjacent property owner or nearby resident. CMB’s will lower property value and quality of life.

Reported experience of some of our members suggest any placement will be contentious and divisive. Worse though is that Canada Post proceeding with no consultation and minimal information for the affected neighbourhoods. We know that these CMBs will impose undue hardships on seniors or those with disabilities, especially in our harsh winters. There will also be additional municipal cost burdens to provide for lighting, litter and snow removal. Many questions remain unanswered regarding costs, security and accessibility.

Considering all of the negative impacts associated with this action by Canada Post, we call on you, our Mayor and Council to join close to 600 other Canadian municipalities and to officially oppose Canada Post’s plan for CMBs.

Should a motion come before Council, know that our residents we represent want to see leadership from the City of Ottawa, Canada’s capital in fighting plan for CMBs.

Co-Chairs Heather Pearl and CoChair1 have attended a number of meetings related to this matter with other community associations, Planning Managers and Staff, the building industry, and more recently with Planning Committee Chair Jan Harder and Vice-Chair Tim Tierney. This was all organized through the Federation of Citizens’ Associations (FCA).

We have also been working with Councillor Jeff Lieper.

Champlain Park Membership Drive

It’s that time again! This year, we need your help! We still need a few more volunteers.

CANVASSERS are the core of our Community Association’s fundraising effort.  Revenues collected from our annual membership drive enable a variety of activities in our community, including:
    Contributing directly to your community’s well-being; and
    Providing financial resources for development-related activities.
This year, our Community Association needs 20 volunteers to help out with the membership drive.
Our goal this year is to increase our Community Association memberships to 75 percent of all households.
Duties:  Canvass approximately 20 homes on your street or nearby
Required: 1-2 hours of your time
