City Zoning By-Law Open Houses – September 25, 29

Following up on City Zoning By-Law Draft 2 Survey there are a couple of open houses remaining to discuss the zoning changes. See https://engage.ottawa.ca/zoning for details and background material.

New Association By-Laws Preview

All community associations that are incorporated as a provincial Not For Profit in Ontario are expected to review and revise their documents of incorporation and By-Laws (formerly labelled “Constitution”) to comply with new legislation that has now come into effect.

CPCA is incorporated and has drafted revised By-Laws to comply with the legislation, and to update clauses describing our board composition and operations. Careful research and review has been done by the CPCA Board.

In order to complete the process, a vote of the membership will be taken at the 2025 annual general meeting (date TBD).

Motions will be presented to the membership at the AGM to accept the revised By-Laws and Articles of Incorporation. To assist you to understand the changes, the first two links below provide you with an overview and a summary of the changes. The third link presents the Draft Revised CPCA By-Laws.

City Zoning By-Law Draft 2 Survey – July 11

The deadline of the survey asking what you think about zoning has been extended to July 11. Heather says that this is an opportunity to tell the City what you think. Your input is important, even if you don’t answer every question. There also are options to leave comments.

The City of Ottawa’s new Zoning By-law Review Project is inviting residents, businesses, and community stakeholders to participate in the Draft 2 Survey for the new Zoning By-law.

The survey deadline has now been extended to July 11, 2025 and the findings will be released in September along side the release of Draft 3 of the Zoning By-law Provisions.

What the Survey Covers

The Draft 2 Survey focuses on several key topics, including:

  • Building heights and transition areas in neighbourhood zones
  • High-rise development along Mainstreets
  • Permissions for communal parking lots
  • Zoning considerations in rural areas

Feedback from this survey will help refine the next version of the By-law, Draft 3, which is scheduled for release on September 8, 2025.

Survey on What’s Allowed in Parks

The City of Ottawa wants your input to learn how the City’s Parks and Facilities By-law can better serve its residents.

This Bylaw provides details on the activities allowed in municipal parks and activities that are prohibited. We have started public engagement for the review of the Parks and Facilities By-law, which is intended to enhance public safety, maintain green spaces and provide equal opportunities for the public to enjoy these spaces.

This review is intended to consider more substantive changes to the bylaw to reflect evolving user needs. The review will also assess and recommend activities people can’t do at their residence, such as barbecuing or permitting the responsible use of personal consumption of alcohol in parks.

If you are interested in completing the survey, please visit the Parks and Facilities By-law Review Engage Ottawa page. The online survey will be available until August 2. Results of the survey will be shared in a ‘What We Learned’ report, along with recommendations for a new and improved Parks and Facilities By-law.

Cet examen régit les activités autorisées dans les installations et parcs municipaux et décrit les conditions et restrictions relatives à ces activités, ainsi que les interdictions. Nous avons commencé les démarches de consultation publique en prévision de l’examen du Règlement sur les parcs et les installations, dont l’objectif est d’améliorer la sécurité publique, d’entretenir les espaces verts et les commodités et de traiter le public sur un pied d’égalité pour permettre à tous de profiter de ces lieux.

Cet examen vise à apporter au règlement des changements plus substantiels pour tenir compte de l’évolution des besoins de la collectivité et des besoins émergents des usagers, en plus de mettre à jour la terminologie et d’apporter des changements administratifs. Il permettra aussi d’évaluer et de recommander les secteurs à prévoir pour les activités auxquelles les gens n’ont pas l’occasion de participer dans leur résidence, par exemple les barbecues ou la consommation personnelle responsable et autorisée d’alcool dans les parcs.

Survey about Neighbourhood Tree Bylaws – by October 10

City Forestry is seeking your answer to a one-question survey on a proposal to amend the Tree Protection Bylaw. A resounding “Yes” will help them extend the bylaw’s coverage to the same sized trees in the suburbs, as are already covered in our neighbourhoods. Suburban trees currently have no protection until they are 50 cm in diameter at breast height (DBH), whereas urban trees are covered at 30 cm DBH.

Infill II By-Law Proposal Update

Infill 2 By-Law Update, 22 Feb 2015 for Champlain Park website

Heather Pearl and CoChair1, CPCA Co-Chairs, have been involved over the last several months in some multi-community discussions on the Infill 2 By-Law proposal (see CPCA website links to summary meeting notes at the bottom of this message). They also attended an information session offered by the Planning Department on Jan. 15.

We would like to draw your attention in particular to the discussion of “equitable massing”. This issue and related FCA resolutions (supported by CPCA) are described in Attachment 1 “Height and Equitable Massing” from the FCA Infill 2 Working Group’s Feb. 5 meeting notes. The CPCA executive has also voted to support the FCA resolutions.

The working group discussions highlighted the fact that each community’s character and development history affect their response to the Infill 2 By-law proposal. CoChair1 and Heather recently met with Councillor Jeff Leiper to discuss options that are appropriate and achievable for our community, including height reductions to 8.5 metres for both the R1 and the R2. We will be following up with Jeff and with the Planning Department. The Planning Department has a deadline of Feb. 27 for comments. Our letter will be posted.

Infill I – Presentation

This presentation summarizes the revised Infill Phase I zoning proposal. The original zoning for Infill in Mature Neighbourhoods was appealed to the OMB by representatives of the builders/developers community. Subsequent to the OMB Decision, a revised by-law has been drafted. A series of follow-up meetings is being held with representatives of the community associations and the builders/developers, to discuss the revised zoning proposal.

Co-Chairs, CoChair1 and Heather Pearl, are attending these meetings on behalf of CPCA.
