Ontario is now accepting applications for its Heather Crowe Smoke-Free Ontario Award. This award will recognize those who have made significant contributions toward a smoke-free Ontario.

Heather Crowe was a non-smoker who developed lung cancer after being exposed to second-hand smoke in her workplace. After her diagnosis, she traveled across Canada to advocate for improved second-hand smoke by-laws.

To mark the upcoming 10th anniversary of the Smoke-Free Ontario Strategy, up to 10 awards will be presented to recognize individuals, groups and organizations that have championed tobacco control in Ontario over the past 10 years.

The nomination submissions can be made by anyone, and nominations are open until April 29, 2016. The award winners will be recognized on May 31, 2016, on World No Tobacco Day.

Promoting a smoke-free Ontario is part of our government’s plan to build a better Ontario through its Patients First: Action Plan for Health Care, which is providing patients with faster access to the right care, better home and community care, the information they need to stay healthy and a health care system that’s sustainable for generations to come.

Rosemount Library is the second most used library per sq/ft of all 32 branches AND has been the #1 branch priority for the Ottawa Public Library for three years. Yet, other libraries lower on the list have had expansions and redevelopments. Now is a critical time for Rosemount, especially with all the surrounding development that is occurring.

Province Seeking Public Feedback on its Strategy for a Safer Ontario
Ontario to Modernize the Delivery of Community Safety

Ontario is launching public consultations across the province on the development of its Strategy for a Safer Ontario < https://news.ontario.ca/mcscs/en/2015/8/province-developing-a-new-strategy-for-a-safer-ontario.html > – a new blueprint for effective, sustainable, and community-based policing.
The nature of policing and the role of police officers have changed since the Police Services Act was written in 1990. Policing has evolved as a result of advancements in technology, the increasing frequency of police interactions with vulnerable individuals, such as those suffering with mental health or addiction issues, and Ontarians’ enhanced expectations about oversight and accountability of law enforcement.
The new Strategy for a Safer Ontario will include updating the Police Services Act. Consultations will seek input on how to:
• Promote collaborative partnerships between police, the public and other sectors such as education, health care and social services, to ensure that those in need of help receive the right response, at the right time, and by the right service provider
• Improve interactions between police and vulnerable Ontarians, including enhancing frontline responses to those in crisis
• Clarify police duties, modernize training programs and deliver services using a range of public safety personnel
• Enhance accountability and strengthen civilian governance of police services boards as well as ensure police oversight bodies are effective and have clear mandates

In addition, Ontario will also be developing a framework for First Nations policing to ensure equitable and culturally responsive policing for the province’s First Nations communities.

La nature des services policiers et le rôle des agents de police ont changé depuis la rédaction de la Loi sur les services policiers, en 1990. Les services policiers ont évolué en raison des progrès technologiques, des interactions croissantes entre la police et des personnes vulnérables, notamment des personnes ayant des problèmes de santé mentale ou de dépendance, ainsi que des attentes plus élevées du public en matière de surveillance et de responsabilisation de la police.
La nouvelle Stratégie pour une meilleure sécurité en Ontario comprend la mise à jour de la Loi sur les services policiers. Les consultations viseront à obtenir les commentaires du public sur les thèmes suivants :
• Promouvoir la collaboration entre la police, le public et d’autres secteurs, tels que l’éducation, les soins de santé et les services sociaux, pour que les personnes qui ont besoin d’aide fassent l’objet d’une intervention appropriée et opportune, par le bon fournisseur de services
• Améliorer les interactions entre la police et les personnes vulnérables de la province en renforçant l’intervention des services de première ligne en cas de crise
• Clarifier les obligations de la police, moderniser les programmes de formation et fournir des services en recourant à un personnel diversifié des services de maintien de la sécurité publique
• Durcir l’obligation de rendre des comptes et renforcer la gouvernance civile des commissions de services policiers, et s’assurer que les organes de surveillance de la police sont efficaces et dotés de mandats bien définis

De plus, l’Ontario élaborera un cadre de travail pour les services policiers des Premières Nations pour appuyer la mise en place des services équitables et culturellement adaptés pour les communautés des Premières Nations de la province.

Dear friends,

I was very happy to join Minister Chiarelli in Ottawa to announce the launch of the Ontario Green Investment Fund and a first investment of $100 million to help homeowners reduce their energy bills and cut greenhouse gas emissions.

Historically, every dollar invested in natural gas efficiency has resulted in $1.50 to $4 in savings for natural gas consumers. This investment is also expected to save an equivalent of 1.6 million tonnes of greenhouse gas emissions.

In partnership with Enbridge Gas Distribution and Union Gas, the program will help about 37,000 homeowners conduct audits to identify energy-saving opportunities and then complete retrofits, such as replacing furnaces, water heaters and upgrading insulation. It will also help spur innovation and create jobs in clean energy industries.

Full program details, including program start date, eligible project details and amounts, will be available in the coming months.

Bill 52, Protection of Public Participation Act, 2015, Passed

Dear Friends,

I am very proud that today the Ontario Legislative Assembly passed Bill 52, Protection of Public Participation Act, 2015. This legislation will allow courts to quickly identify and deal with strategic lawsuits, minimizing the emotional and financial strain on defendants, as well as the waste of court resources.

In our community, I have heard about the need to preserve and protect public participation for many years and I committed to bring this issue forward. This lead to the introduction of my Private Member’s Bill, the Protection of Public Participation Act 2012 in October 2012, and you can learn more about that Bill here.

I was very pleased when last December our government built on the work we did through extensive public consultations here in Ottawa Centre and across the province, and introduced Bill 52 to help allow courts to quickly identify and deal with strategic lawsuits, which are commonly referred to as SLAPPs (Strategic lawsuits against public participation). I was honoured to speak in the Legislature in support of Bill 52 earlier this year, and you can watch my comments at this link.

The Protection of Public Participation Act provides a “made in Ontario” approach to addressing the issue of strategic lawsuits, and is based on consensus recommendations of an expert advisory panel and extensive stakeholder consultations. The legislation strikes a balance that will help ensure abusive litigation is stopped but legitimate actions can continue. Anyone who has a legitimate claim of libel or slander should not be discouraged by this legislation. Note that the legislation applies to lawsuits begun after December 1, 2014, which is when Bill 52 was introduced.

Using intimidation tactics to silence one’s opponents is a misuse of our court system – one of the central institutions of a fair and democratic society. By protecting citizens against strategic litigation, our government is protecting the right of Ontario residents to speak out on matters that are important to us.

I want to thank our community for all of your advocacy on this issue. Your efforts and hard work have helped to create laws that benefit the whole province.
