Westboro Beach Pavilion Project Update

The National Capital Commission (NCC) would like to provide an update regarding the Westboro Beach redevelopment project.

Below, you’ll find the most recent information about construction work, the new pavilions and the development of parking areas.

Westboro Beach pavilions and landscaping

Over the past year, our team has been working on furthering the design development for the new and rehabilitated pavilions at Westboro Beach. We’ve progressed from the ideas phase to a concrete plan. Also, drawing on the rich and diverse feedback provided by community members, we have developed a design that we think will please all who visit this enchanting site. Here is a short video illustrating the proposed design.



In January, the NCC Board of Directors approved the schematic design for the Westboro Beach pavilions and landscape. The team is now working on finalizing the complete project design, and preparing to present the final plan to the Board of Directors in fall 2021. The construction of the new pavilions is currently planned to begin in spring 2022.

What to expect in the coming months

As part of the planned works for Stage 2 of the O-Train project, the NCC and the City of Ottawa reached an agreement whereby the City will finance the enhancement of 2.4 kilometres of green space in the riverfront park, including the proposed improvements at Westboro Beach. The following work is planned for the coming months:

  • Service hookup for the future pavilions: The work will begin soon, and will be completed in late summer 2021.
  • Work to create a new intersection and work on the parkway: This work should be completed by the end of 2021, with possible closure of the parking area.
  • Completion of the work on the Churchill underpass: This work will be completed in fall 2021.
  • Work to repair the Lanark underpass: This will be undertaken in spring 2022.

Construction work on the pavilions will begin in spring 2022.

The landscape design, pedestrian pathways, bike parking and traffic areas were developed with the aim of ensuring the best possible use of the site. A good overview is provided in the video mentioned above.

If all goes as planned, Westboro Beach will be open for the 2021 season. Understandably, the NCC, as well as the City of Ottawa, is committed to keeping the community informed of all developments with respect to the COVID-19 pandemic that could have an impact on the activities normally undertaken on its lands.

New parking area

After the approval of the schematic design by the Board of Directors, the plan for development of the parking area, southeast of the Sir John A. Macdonald Parkway, was improved. We will be able to share the new design of this parking area in the coming months. The following are a few elements that we are able to share at this time:

  • Development of a new parking area to meet the need for the increased use of Westboro Beach.
  • Improvement of access to the pathways close to the new parking area, and ensuring pathway safety.
  • Enhanced safety in terms of the access to the beach and parking area through the development of a new intersection.
  • Some trees will have to be cut down to build the new parking area. They will be replaced at a ratio of at least two to one. We will also be removing a large area of invasive species and creating new woodland habitat along with pollinator meadows.
  • Construction is currently planned to begin in 2022, once the design phase has been completed.

Finally, we are currently working on the most recent consultation report, which should be available online in a few weeks. We will contact community members and stakeholders when it is ready.

Mise à jour: Nouveau pavillon à la plage Westboro

La Commission de la capitale nationale (CCN) souhaite faire le point sur le projet de réaménagement de la plage Westboro.

Vous trouverez ci-après les dernières nouvelles à propos de la construction, des nouveaux pavillons et de l’aménagement des parcs de stationnement pour ce projet.

Les pavillons et l’aménagement paysager à la plage Westboro

Au cours de la dernière année, notre équipe a poussé encore plus loin le concept d’aménagement du nouveau pavillon et du pavillon réhabilité de la plage Westboro. La phase d’idéation s’est transformée en plan concret. En nous inspirant des commentaires riches et variés du public reçus lors du processus de consultation, nous avons créé un concept qui saura réjouir ceux et celles qui viendront profiter de ce lieu enchanteur. En janvier dernier, le conseil d’administration de la CCN a approuvé l’avant-projet de conception des pavillons et de l’aménagement paysager à la plage Westboro. En ce moment, l’équipe travaille à peaufiner la conceptualisation dans son ensemble et se prépare à présenter un plan définitif au conseil, à l’automne 2021. À ce jour, il est prévu que les travaux de construction des nouveaux pavillons commenceront au printemps 2022.

Ce qui s’en vient dans les prochains mois

Dans le cadre de la deuxième étape du projet de l’O-Train, la CCN et la Ville d’Ottawa ont conclu une entente en vertu de laquelle la Ville financera l’amélioration d’espaces verts sur 2,4 km du parc riverain, y compris les améliorations proposées à la plage Westboro. Voici à quoi s’attendre pour les prochains mois:

  • Travaux de raccordement des services pour les futurs pavillons, qui commenceront sous peu et se termineront à la fin de l’été 2021.
  • Travaux pour l’aménagement d’une nouvelle intersection et travaux sur la promenade. Ces travaux dureront jusqu’à la fin de 2021 avec possibilité de fermeture du stationnement.
  • Achèvement des travaux au tunnel de l’avenue Churchill, pour l’automne 2021.
  • Travaux de réparation au tunnel qui passe sous l’avenue Lanark, au printemps 2022.
  • Début des travaux de construction des pavillons, au printemps 2022.

La dimension conceptuelle de l’aménagement paysager, des sentiers piétonniers, des endroits où laisser son vélo et des aires de circulation vise la meilleure utilisation possible des lieux. Il est d’ailleurs possible de voir un bel aperçu dans la vidéo ci-dessus.

Si tout se passe comme prévu, la plage Westboro ouvrira à temps pour la saison 2021. Bien entendu, la CCN et la Ville d’Ottawa s’engagent à informer le public de tout changement en lien avec la pandémie qui pourrait avoir une incidence sur le déroulement normal des activités sur le territoire.

Projet de nouveau stationnement

Après l’approbation de l’avant-projet par le conseil d’administration, l’aménagement du stationnement du côté sud-est de la promenade Sir-John-A.-Macdonald a été amélioré. Nous serons en mesure de montrer les nouveaux plans dans les mois à venir. Voici les éléments que nous pouvons communiquer dès maintenant :

  • Aménagement d’un nouveau parc de stationnement pour répondre à la hausse de l’utilisation de la plage Westboro.
  • Amélioration de l’accès aux sentiers, près du nouveau stationnement, et de l’aspect sécuritaire des sentiers.
  • Sécurité accrue de l’accès à la plage et au stationnement grâce à l’aménagement d’une nouvelle intersection.
  • Abattage d’arbres à l’emplacement du nouveau stationnement. Le ratio minimal de remplacement de ces arbres sera de 2 pour 1 (2:1). Nous allons également retirer plusieurs espèces envahissantes et créer un nouvel habitat boisé avec des prés pollinisateurs.
  • Début prévu de la construction en 2022, une fois terminée la phase de conception.

Finalement, nous préparons présentement le dernier rapport de consultation, que nous mettrons en ligne d’ici quelques semaines. Nous communiquerons avec le public et les parties prenantes dès qu’il sera prêt.
